Abstract

This study attempts to analyse the extent of socio-economic and political empowerment of marginalised communities through the Mahatma Gandhi National Rural Employment Guarantee Scheme in the Balrampur district of Uttar Pradesh. Using the HDI index and logit model to measure the impact of MGNREGS on the socio-economic and political empowerment of beneficiary respondents over non-beneficiary respondents of marginalised communities. The finding indicates that the economic empowerment index in the Balrampur district is slightly higher for MGNREGS beneficiaries (0.4591) than non-beneficiaries (0.4338), with a difference of 0.0253, indicating modest economic empowerment from the scheme, while the social empowerment index in the Balrampur district is comparatively higher for MGNREGS beneficiaries (0.4530) than non-beneficiaries (0.4192) with a difference of 0.0338, indicating modest social empowerment from scheme and Political empowerment index in the Balrampur district is slightly higher for MGNREGS beneficiaries (0.5527) than non-beneficiaries (0.5283) with a difference of 0.0244, indicating modest social empowerment from scheme, overall composite empowerment index in the Balrampur district is slightly higher for MGNREGS beneficiaries (0.4882) than non- beneficiaries (0.4604) with a difference of 0.0278 indicating modest empowerment of marginalised communities. The analysis indicates that MGNREGS played a significant role in modest improvement to economic, social and political conditions of beneficiaries over non-beneficiaries in Balrampur district of Uttar Pradesh, India, with limited impact due to low awareness, irregular work, delayed wages, and implementation gaps, highlighting the need for stronger institutions, timely payments, and expanded opportunities.
