Abstract

This commentary offers a theoretical critique of Human Resource Development (HRD) orthodoxy in the context of the growth in platform capitalism and algorithmic management. We introduce algorithmic precarity as a central theoretical concept that captures qualitatively distinct forms of worker vulnerability emerging from platform-mediated work, vulnerabilities that traditional HRD theory does not adequately address. Addressing these issues requires transforming HRD’s foundational assumptions by shifting from individual to collective approaches, whilst repositioning the field from facilitating worker adaptation to enabling democratic technological governance. Drawing on labour process theory, political economy, and critical management studies, we demonstrate fundamental contradictions in HRD’s theoretical foundations when confronted with algorithmically mediated work arrangements. We propose three interconnected theoretical reconceptualisations: from individual employability to collective algorithmic consciousness, from organisational learning to democratic technological governance, and from human capital to data sovereignty and worker agency. This multi-paradigmatic framework offers new theoretical insights for advancing HRD by repositioning the field from a mechanism of labour control toward a force for democratic technological participation. We conclude by outlining research opportunities that address the paradigmatic transformation required for HRD theory in digitally mediated work.
