Enhancing disaster preparedness in higher education institutions in Ghana: the role of facility managers

Purpose HEIs face substantial challenges in managing disaster risks due to overcrowding, underfunding and outdated infrastructure. This study aims to assess the level of disaster preparedness in higher education institutions (HEIs) in Ghana, focusing on the role of facility managers in offering recommendations for enhancing disaster preparedness. Design/methodology/approach This study employed a survey research design, using a questionnaire survey to gather data from 120 facility managers in HEIs through Google Forms. The data collected were analysed descriptively using frequencies and percentages with SPSS v.26 data analysis software. Findings The study revealed that the majority of HEIs in Ghana are inadequately prepared for disasters, with most lacking formal disaster preparedness policies. Additionally, budgetary allocations for disaster preparedness are insufficient and many facility managers lack adequate knowledge of disaster preparedness. The study also highlighted common facility management practices, such as disaster record-keeping, routine surveys of disaster-prone areas, disaster tracking and warnings and public awareness efforts on disaster risks. Practical implications The study recommends that HEIs in Ghana, through their facility managers, enhance awareness of disaster preparedness among users, establish comprehensive disaster preparedness policies, allocate sufficient resources for training and create dedicated committees to oversee disaster preparedness activities. To ensure resilience, facility managers must integrate disaster preparedness into daily operations and advocate for improved funding and policies. Originality/value Being a pioneer study in Ghana, this study contributes valuable insights into the current state of disaster preparedness and facility management practices within Ghanaian HEIs. It underscores the essential role of facility managers in improving disaster resilience and offers practical recommendations to strengthen disaster preparedness strategies in educational institutions.
