Die parametrischen Gesundheitsreformen vor allem leistungsrechtlicher Art bewirken nicht die notwendige Systemtransformation im Gesundheitswesen. Im Lichte normativ-rechtlicher (»juridischer«) Sinnhorizonte anthropologischer, rechtsphilosophischer und ethischer Art wird die konkrete Utopie einer Gesundheitsregion als Commoning als soziales Erlernen der sozialen Infrastruktur einer inklusiven Sozialraumbildung der kommunalen Daseinsvorsorge diskutiert.
