Deployment Readiness and Perceived Barriers to Adoption of the Web-Based HIRARC System Within the Philippine OSH Framework

<p><span style="color: rgb(59, 56, 56);">The study aimed to evaluate the web-based Hazards Identification, Risk Assessment, and Risk Control (HIRARC) system developed to facilitate convenient incident and hazard reporting and systematic response, monitor compliance with Occupational Safety and Health (OSH) regulations within the OSH management framework of the Philippine public sector, and identify barriers to its adoption. Using the purposive sampling method, the study gathered 194 responses from students of the College of Computer Information and Communications Technology, as experts in the field, through a questionnaire based on the ISO/IEC 25010:2011 software quality model. Descriptive and thematic analyses were employed to interpret the weighted mean scores and analyze the respondents’ qualitative responses, respectively. Based on the findings, the system is deemed ready for deployment, having obtained excellent ratings (Strong Agreement) in Functional Suitability, which indicates its relevance and intended usefulness, and in Security, which is critically important for ensuring data integrity and protection. Although the other quality characteristics, such as Performance Efficiency, Compatibility, Usability, Reliability, Maintainability, and Portability, were rated slightly below the excellent level (Agreement), these still indicate that these areas met acceptable standards of software quality, which may warrant enhancements if deemed necessary. However, five barriers to adoption were identified by the respondents, including technical barriers, user-related challenges, organizational and administrative issues, data security and privacy concerns, and cost, maintenance, and system integration constraints. Hence, findings reflect expert-based technical evaluation that limit the generalizability of the results to broad end-users but provide a strong baseline for more structured analyses through technology adoption frameworks in the future.</span></p>
