Abstract The innovation sustainability can provide continuous momentum for countries to address the challenges of achieving Sustainable Development Goals. Existing research has systematically analysed the mechanisms of improving innovation levels from various perspectives and summarized the importance of national strategies for national innovation sustainability. However, how to maintain and enhance national innovation sustainability remains gaps for further research. This paper, based on the perspective of national innovation systems, uses the Global Innovation Index and the Vector Autoregression model to identify the key factors affecting national innovation sustainability. Taking China and Singapore as examples, the paper employs a comparative analysis to reveal the heterogeneous effects of other key factors on national innovation sustainability under different institutional contexts. Based on the research findings, we propose corresponding policy recommendations from the perspectives of both domestic innovation development and international cooperation.
