Regional drivers of green technological competences in Brazil

Abstract This paper analyzes the determinants of green technological competences based on patent data across Brazilian regions between 2000 and 2020, focusing on the influence of green employment and specialization in natural resource-based sectors. Conditional and unconditional quantile regression approaches are employed to capture regional heterogeneity across the distribution of technological performance. The results indicate that the share of green employment is negatively and significantly associated with green technological competences at several points along the distribution, suggesting that such jobs tend to be concentrated in low-tech activities. In turn, natural natural-resource based sectors show positive effects at specific quantiles which indicates that, under certain conditions, a natural resource-based economy can stimulate environmental innovation. However, these effects are not generalized, highlighting the importance of public policies and institutional arrangements that support productive transformation and the strengthening of local technological capabilities.
