The Creative Economy Development Strategy on Marine Tourism: A Systematic Literature Review and Future Agenda

The creative economy has become crucial to the global economy over the past two decades, particularly stimulating marine tourism by fostering innovative products with higher added value and competitiveness. Despite the rapid growth of literature on the creative economy, research on strategies for its development in marine tourism and their economic impacts remains limited. This study aims to discern research trends, theories, and frameworks, providing insights for future studies on creative economy strategies in marine tourism. A systematic literature review of 45 articles, guided by the PRISMA flow diagram, was conducted to confirm the final selection of literature. Findings indicate that this research field is still exploratory, with a growing number of qualitative studies in the last decade but lacking a comprehensive theoretical framework for creative economy strategies in marine tourism. To address this gap, the article suggests a research framework that highlights future questions and explores theoretical and methodological directions. This is structured using the TCCM (Theory, Context, Characteristic, and Methodology) framework.
