Learning outcomes The learning outcomes are as follows: to understand the challenges faced by school leadership in resource-constrained settings; to explore systemic inefficiencies in the educational bureaucracy and its impact on school management; to critically analyse the role of leadership, accountability and political influences in educational transformation; and to identify potential solutions for overcoming institutional roadblocks and improving educational outcomes in rural areas. Case overview/synopsis This case follows the leadership journey of Alina, the newly appointed Headmistress of Government Girls High School (GGHS) in Larkana, Sindh. Despite her passion for improving education, she faces severe institutional and systemic challenges. The school, with over 3,380 students and 119 teachers, struggles with dilapidated infrastructure, overcrowded classrooms and persistently low attendance rates (40%–50%). These issues are further compounded by political interference, bureaucratic inefficiencies and entrenched cultural barriers, particularly for girls’ education. As a first-time leader, Alina must navigate resistance from a demotivated staff while striving to implement reforms. She faces critical decisions on how to build accountability, motivate teachers and engage the community to drive meaningful change. The case delves into the broader challenges of the public education system in Pakistan, highlighting the intersection of leadership, governance and educational equity in resource-constrained settings. This case provides an opportunity for students to analyse leadership strategies in a complex and politically influenced environment. It encourages discussions on how transformational leadership, systemic change models and community engagement can help overcome institutional barriers. Through Alina’s experiences, students will explore practical solutions for fostering accountability, improving school performance and promoting inclusive education in underserved regions.
