The key aspects and features of the two main forms of market-based mechanism to address climate change are what are commonly referred to as a carbon tax and an emissions trading scheme (ETS) (sometimes known as a cap-and-trade system) are discussed. Measures aimed at environmental ends may qualify for exemption under Article XX of the GATT.
