The issue about the capacity of law to pursue fairness is explored. The conception of regulation is studied further in order to argue that,whether law is conceptualized as rules only or a complex deployment of specific knowledges, it is still the case that law provides collective guides to behaviour whether of individuals or agencies and institutions.
