This study examines the cost saving in public education by improving productive efficiency and students’ performance in public schools in Texas. Productive efficiency is measured using an educational production function and the cost of improving the students’ performance is measured using an educational expenditure function. The empirical study uses 10-year panel data from all school districts in Texas and apply a two-stage Data Envelopment Analysis (DEA). In addition, the study also measures Malmquist productivity index and its components to examine the changes in efficiency and total productivity over time. A simulation study found school districts would save significant amounts of tax dollars by improving efficiency and students’ achievement scores. The study found that overall Texas schools are 95.65 percent efficient, and the total-factor productivity growth and technological change index decreased over time. The study also found that high percentage of students in poverty, special education, and low English proficiency negatively impact school districts’ efficiency level.
